IRAN Ready to Conquer Space | # | P&E — MaT @ 2:23 pm

ran has created a carrier rocket to boost the first satellite to the space, Aviation Week reported referring to Alaoddin Boroujerdi, head of the national security and foreign policy commission of Iranian parliament.

The launch complex has been assembled, Alaoddin Boroujerdi told students in Qom, signaling that a satellite will be soon delivered to the orbit.

According to the U.S. experts, the 30-ton carrier rocket was created based on Iran’s most powerful Shahab 3, which has the flying range of 1,600 kilometers. The forecast of the U.S. intelligence is that Iranian scientists will be able to develop a new ballistic missile with the flying range of up to 5,000 kilometers by 2015.

Iran is apparently preparing the launch of a spying satellite, the analysts of Israel speculate. The weight of such satellite is around 300 kilograms and as soon as the Iranian scientists find out how to create and deliver it to the orbit, they will adjust their missile to it, said Uzi Rubin, former chief of Israel’s Missile Defence Agency.

Other experts say Iran probably copied Taepogong-2 ballistic missile of North Korea. This missile was first tested July 5, 2006, but the launch was a failure.

Earlier, the chiefs of Israel’s intelligence claimed that North Korea passed to Iran 18 BM25 ballistic missiles with the flying range of around 2,400 kilometers. According to the recent reports of Europe’s intelligence, North Korea is helping Iran prepare the underground nuclear test, similar to the one that it conducted in October of 2006.

Russians Approve Tough Actions against Belarus | # | P&E — MaT @ 2:20 pm

The better part of Russians backed up tough actions of authorities against Belarus taken in time of the recent oil and gas clashes, showed the survey of VTsIOM public opinion center.

As much as 71 percent of respondents said the standing of Russia’s authorities against Belarus was in line with the national interests of the country, and 45 percent even blamed the conflict on Belarus.

More than a half of respondents (57 percent) saw no political background in the clashes and agreed that Russia’s authorities manifested a principal approach targeted at shifting to fair market relations.

No more than 10 percent and 17 percent respectively blamed the conflict on Russia or rooted it in Russia’s attempt to pressurize Belarus.

The relations of Russia and Belarus clouded early January 2007, once Russia introduced a duty on crude export to Belarus. Belarus rebuffed by the duty on crude transit, which Russia declined to pay. The aftereffect was the end of Russia’s crude supplies to Europe, which were resumed only after the parties compromised in the Kremlin January 12.

Gazprom Urges Chevron, Total to Go Back to Shtokman | # | P&E — MaT @ 2:17 pm

Russia’s gas monopoly, Gazprom, has addressed five companies, including Chevron and Total, offering them to discuss potential participation in Shtokman’s development. The negotiations will start in February, Alexander Medvedev, BOD chairman at Gazprom, told the World Economic Forum in Davos, lenta.ru reported referring to Bloomberg. Anyway, Gazprom will remain the sole owner of Shtokman’s reserves, Medvedev specified.

Foreign companies may count on taking part in Shtokman’s development, President Vladimir Putin announced in December. The issue could be raised again should any interesting offers be received, the president explained.

By results of the primary tender held by Gazprom in September of 2005, Hydro, Statoil, Chevron, ConocoPhillips and Total were picked out to bid for future development of Shtokman field together with Gazprom. But Gazprom turned down potential foreign partners October 9, 2006.

International consortiums may take part in the project, Gazprom announced some time later, but only as contractors for creating the required infrastructure.

The Shtokman gas field is located in the central portion of Russia’s shelf of the Barents Sea, 600 kilometers northeast from Murmansk. Russia estimates gas reserves at 3.4 trillion cu meters to 4 trillion cu meters, which will suffice to meet all requirements of the world biggest consumer of energy – the United States. Gazprom’s costs for implementing the project are estimated at roughly $10 billion.

Indian oilcos may get stake in Sakhalin-III | # | P&E — MaT @ 5:05 am

India and Russia are set to script a new energy chapter. The oil companies of the two fast-growing countries are working on a strategy that would give Indian companies a bigger stake in Russia’s vast oil reserves while their Russian counterparts get into the downstream refining and retailing segment in India.

And, if initial indications are anything to go by, India may have already struck a deal for a stake in Sakhalin-III oilfields.

Petroleum minister Murli Deora, who met the Russian delegation, has pitched for a stake in Sakhalin-III, which is set to be auctioned in the coming months. And, speaking at a conference organised by CII and Ficci, Russian President Vladimir Putin said: “We are aware of your interests. We will support India.” In a quid pro quo strategy, Indian refining and marketing oilcos will hold talks with Gazprom and Rosneft under the joint working group to explore possibilities of Russian investment in India’s downstream sector.

Speaking to ET, ONGC Videsh (OVL) managing director R S Butola said, “We are willing to take up to 49% stake in Sakhalin-III. We are confident that we will be able to expand our partnership to other blocks as well. We will also jointly explore opportunities where we could partner in India’s downstream segment.” OVL, which has a 20% stake in partnerhip with Rosneft in Sakhalin-I, is already importing crude cargoes from Russia.

SINGAPORE: Oil prices lower as US reserves rise | # | P&E — MaT @ 5:00 am

Oil prices weakened in Asian trade on Thursday as investors focused on a build-up in US reserves, dealers said.

At 10:40 am, New York’s main contract, light sweet crude for March delivery, was down 15 cents to 55.22 US dollars a barrel from 55.37 dollars in closing US deals on Wednesday.

Brent North Sea crude for March was five cents lower at 55.38 dollars.

Dealers said increases in US stockpiles pressured prices, reversing gains made in reaction to plans by President George W. Bush to double the country’s emergency oil reserves by 2027.

"We are pushing into February here and the inventory levels are quite high right now," said Steve Rowles, an analyst with CFC Seymour Securities in Hong Kong.

"It is continuing to show that demand has slowed down because of the warmer temperature in the United States earlier this year," he said.

US stocks of distillate products, such as heating oil and diesel fuel, increased 700,000 barrels to 142.6 million in the week ended January 19 while crude reserves rose 700,000 barrels to 322.2 million barrels, US figues showed.

The stockpiles are, however, expected to show a decline in next week’s report after temperatures in the US fell in recent days with snow storms reported in many areas, dealers said.

"There was a bit of a surprise increase in the distillate numbers but with the cold, it might change in the next few weeks. Because of the colder weather, the market suspects that the inventory overhang might dissipate," said Bart Melek, an analyst at BMO Capital Markets.

DAVOS: Dudley Sees Gazprom Deal by This Summer | # | P&E — MaT @ 1:13 am

TNK-BP chief Robert Dudley said Thursday that he expected to reach a deal with Gazprom around the middle of this year under which his company would keep a "sufficient" stake in the giant Kovykta gas field and be actively involved in its operation. Gazprom in turn would gain a potentially large stake in the $20 billion project in exchange for cash, assets or something else of value that reflected TNK-BP’s investment into the field, Dudley said in an interview at the World Economic Forum in Davos.
Kovykta is caught in a high-profile licensing dispute that investors fear is an attempt to pressure TNK-BP into handing control of the east Siberian field to Gazprom, and Dudley said he was being deluged with questions from Davos participants wanting to hear his side of the story.

Dudley said government officials had asked him to offer "a very balanced view" of the dispute at the forum.

"We would like to develop the field with Gazprom. We have a good deal of expertise that we can bring to the field, and we are in active discussions with Gazprom to consider various models of cooperation," he said.

But TNK-BP will not bend on two issues in the talks: It wants to operate the field with Gazprom and it wants to maintain "a sufficient share that would allow TNK-BP to help shape the project … and protect [its] rights," Dudley said.

Asked whether TNK-BP would accept cash in exchange for a stake, Dudley said it was one of many options under consideration. The agreement "needs to be commercial, a solution for value that reflects the many years of work that has already been done on the field as well as future prospects," he said.

Dudley said he expected a deal "towards the middle of the year."

A spokesman for Gazprom in Moscow declined to comment on the talks. "We will not comment on any negotiations while they are ongoing," he said.

Valery Nesterov, oil and gas analyst at Troika Dialog, said Dudley’s comments showed that TNK-BP was ready to compromise at Kovykta and was prepared to be "sufficiently flexible to secure a partnership."

"It’s hard to say on what terms Gazprom would agree to join this project," Nesterov said. "Gazprom would like to have it all, but that is impossible. If the two sides agree, it implies that commercial interests will be taken into account."

The Natural Resources Ministry’s environmental agency said last week that it was preparing to begin an investigation into possible TNK-BP violations at Kovykta. A similar investigation at the Sakhalin-2 oil and gas project ended with Shell and its partners selling half of their stakes to Gazprom last month. Projects run by foreign majors Total and ExxonMobil are also facing environmental inspections.

Dudley said he had received a "very technical" letter from the local branch of the environmental agency that identified possible infractions in the construction of temporary housing for workers and the replanting of trees. But the most serious issue in the letter was a claim that TNK-BP might have failed to fulfill its production obligations for the field, he said.

Under TNK-BP’s license, Kovykta has to produce 9 billion cubic meters of gas per year or "up to the amount that the local market can take," Dudley said. He said the surrounding region currently took 1.5 bcm per year and its needs would top out at 2.5 bcm, but that federal authorities were insisting that TNK-BP had to produce the entire 9 bcm anyway. "So we will have to produce and reinject it back into the field or flare it, which is not in anyone’s interests," he said.

TNK-BP would rather ship the excess gas to China, but to do so it first needs approval from Gazprom, which by law has a monopoly on all gas exports.

Dudley indicated that the pipeline was not an issue in the talks with Gazprom. "Our interest is in the development of the field, not the pipeline or gas marketing," he said.

He said TNK-BP had not violated any environmental standards.

Dudley played down the dispute as a small part of TNK-BP’s business and said the company would post glowing results for 2006. While he declined to give figures, he suggested that they would send a powerful message to investors about the attractiveness of doing business in Russia.

That is no doubt what the Kremlin wants investors to hear at Davos, and it has sent a high-level delegation there led by First Deputy Prime Minister Dmitry Medvedev, Economic Development and Trade Minster German Gref and St. Petersburg Governor Valentina Matviyenko.

Alexander Medvedev, the Gazprom deputy chairman who oversees the company’s exports, is also in attendance. His spokesman said Thursday that he had back-to-back meetings and was not immediately available for comment.

Dudley said he was holding back-to-back meetings of his own in which he was trying to paint a "realistic" picture of Russia, not one that was critical or overly positive.

"What I’m basically saying is that if you step back from what are sometimes sensational headlines and you look at the track record of successful companies like TNK-BP, you can do business in Russia," he said. "You need to respect the country. You need to do things the country wants, such as perform well, be open and transparent about your business, develop people and make social investments back into the communities where you operate."

He said TNK-BP promised to follow that advice when it was created with President Vladimir Putin’s blessing. "Those promises were made to the president in 2003," he said.

And as far as Dudley is concerned, TNK-BP is keeping its word.
