E’ in particolare al rafforzamento delle relazioni economiche che punta la visita del ministro degli Esteri Massimo D’Alema in Cile. Lo stesso titolare della Farnesina lo ha spiegato in un’intervista al quotidiano di Santiago del Cile ‘’El Mercurio’‘: ‘’E’ chiaro che vogliamo sviluppare le relazioni economiche con il Cile ed equilibrarle, perche’ la bilancia commerciale è molto favorevole al Cile’‘. In particolare, ha sottolineato D’Alema, ‘’vogliamo favorire gli investimenti italiani, per esempio nel settore dell’energia, dove possono esserci buone opportunità per quanto riguarda la geotermia. L’Enel ha proposte avanzate e piani. Noi abbiamo la tecnologia e il Cile ha le risorse naturali, la stessa energia’‘.

Le Bélarus ne permettra pas le transit du gaz naturel russe par son territoire vers l’Union européenne en l’absence d’un accord avec Moscou sur les prix du gaz livré aux Bélarusses, annonce le gouvernement de Minsk.

Medvedev : Le chantage des Biélorusses est grotesque | # | P&E — MaT @ 1:07 pm

Dans une interview à paraître vendredi dans Le Figaro, Alexandre Medvedev, le vice-président de Gazprom, n’écarte pas un risque de pénurie de gaz en Europe en début d’année si la Biélorussie détourne le gaz russe traversant son territoire.
Il ne reste que quatre jours pour aboutir à un accord avec la Biélorussie. Où en sont les négociations?
Alexandre Medvedev. – J’ai un devoir de discrétion sur leur contenu. Ce dont je peux vous assurer c’est que nous avons fait à la Biélorussie des propositions qui prennent en compte toutes les spécificités de son économie. En particulier le fait qu’elle fait partie d’une union économique avec la Russie.
 
C’est-à-dire?
Le contrat que nous proposons prévoit qu’à partir du 1er janvier et pendant quatre ans Gazprom facturera un prix de 105 dollars par millier de mètres cubes. Ce prix pourra être payé en numéraire à hauteur de 75 dollars et sous forme d’actions de Beltransgaz ( la société biélorusse qui contrôle le réseau de canalisations, NDLR ) pour le solde de 30 dollars. Il sera indexé sur l’évolution des prix intérieurs du gaz à la clientèle industrielle et commerciale russe. S’agissant de la valeur de Beltransgaz, notre calcul conclut au chiffre de 5 milliards de dollars pour 100% des actions alors que les évaluations les plus optimistes ne dépassent pas 3,6 milliards. À titre de comparaison, le gazoduc en cours de construction sous la Baltique coûtera 5,6 milliards de dollars. Nous sommes donc prêts à payer 2,5 milliards de dollars pour une participation de 50% dans Beltransgaz.
La Biélorussie juge-t-elle cette offre insuffisante?
J’ai été surpris il y a deux jours du départ inopiné de nos collègues biélorusses de la table de négociation. Et j’ai trouvé grotesque leur chantage avertissant nos clients européens d’une interruption du transit du gaz russe sur le territoire biélorusse. Si vous comparez notre offre avec les conditions tarifaires du marché mondial, vous mesurerez l’importance de nos concessions ( le prix mondial du gaz se situe autour de 240 dollars le millier de m³, NDLR ). La Biélorussie n’a pas ratifié la charte de l’énergie. De notre côté nous appliquons à titre provisoire ses principes de base dont l’un stipule la séparation entre le transit et la fourniture d’énergie.
Alors pourquoi la Russie ne ratifie-t-elle pas ce traité comme l’Union européenne l’y exhorte?
Parce que nous ne sommes pas convaincus des effets positifs de cette organisation sur le développement du marché du gaz.
 
Si vous coupez le gaz lundi à la Biélorussie, que se passera-t-il pour vos clients européens?
Nous n’allons pas couper le gaz à la Biélorussie. Dans le monde entier, tout fournisseur qui livre ses marchandises le fait en application d’un contrat de vente. Tant qu’il n’y aura pas de contrat signé, il n’y aura pas de livraison. S’agissant des conséquences pour nos clients, je suis confiant dans le fait qu’il n’y en aura probablement pas. Nous avons constitué des réserves souterraines et nos clients ont fait le plein de leurs stocks. Nous pouvons aussi optimiser le flux de gaz transporté via l’Ukraine voisine. Mais si la Biélorussie prélève une partie du gaz que nous destinons à nos clients européens et qui traverse son territoire, ce gaz manquera au système. Je ne peux donc pas exclure un rationnement contraint de notre offre et donc des pénuries pour nos clients. J’invite vivement mes collègues biélorusses à bien réfléchir avant de s’engager dans cette voie.

Gazprom threatens to cut gas to Belarus over price dispute | # | P&E — MaT @ 1:01 pm

Talks between Russia and Belarus over new gas prices collapsed yesterday as fears grew of a repeat of last year’s energy cuts in eastern Europe that could leave millions of people out in the cold by January 1.
 
Gazprom, the giant state-owned gas company that has clashed with western energy companies this year, has threatened to cut gas to Belarus if the two sides cannot agree on a price for next year, in a battle recalling Russia’s dispute with Ukraine that led to shortages in Europe last winter.
 
However, Russian industry sources said that supplies to western Europe would not be jeopardised by the dispute with Belarus, through which pipelines run connecting Russia with Poland and Germany. Gazprom spokesman Sergei Kupriyanov said there was no need for alarm in Europe should Gazprom cut the fuel supply to Belarus, Russia’s traditional ally with whom it forms a loose political union. "Regarding our international transit we are fully prepared to honour our contractual obligations," Mr Kupriyanov said. He added that the company had stockpiled enough gas to ensure Poland and Germany, the primary recipients of Russian gas through pipelines in Belarus, were not left out in the cold. Gazprom has been in talks with other former Soviet states over increases in gas prices as the state monopoly continues to assert its strength in the market place.
 
Georgia, whose western-leaning leadership has accused Russia of using its energy might to apply political pressure on it, agreed on Friday to pay Gazprom $235 (£115) per 1,000 cubic metres, more than double this year’s price, in order to avoid having its supplies cut off. Moldova has agreed to a 6.3% increase.
 
Gazprom also said it may halt supplies to Azerbaijan in the Caucasus, saying the Azeris had shown no interest in buying Russian gas at higher prices in 2007. Gazprom chief executive Alexei Miller and Belarussian first deputy prime minister Vladimir Semashko met in Moscow on Tuesday to hammer out a deal before the current contract ends on New Year’s Eve, though no progress was made.
Gazprom had been asking Belarus to pay $200 per 1,000 cubic metres but offered to cut the price down to $110, of which Belarus would pay only $80, Mr Kupriyanov said yesterday. Belarus is currently paying around $47 per 1,000 cubic metres.
 
Under the deal Belarus would pay off the remainder by giving Gazprom 50% of its state-owned gas transport network, Beltransgaz, Mr Kupriyanov said. At a meeting with foreign reporters at his suburban residence in September, President Vladimir Putin commented on criticism from the West over last year’s gas spat with Ukraine by saying that if Western countries were so keen on Russia’s neighbours getting cheap gas they should subsidise the cut-rate prices themselves.

Oil and gas group buys US power plant | # | P&E — MaT @ 12:54 pm

BG Group has extended its interests in the United States with the $685m (£350m) acquisition of a power plant in Connecticut, New England. The group is buying the Lake Road plant, an 805MW gas and oil-fired combined cycle facility in Dayville.
 
BG said it is a modern three-unit facility with the potential for further expansion. It is the UK group’s second power plant acquisition in the region, following its purchase of the Dighton plant in Bristol County, Massachusetts in October. BG director Martin Houston said the acquisition represents "an important step in the implementation of our integrated US strategy".
He added: "Lake Road and Dighton have the potential to offer BG attractive returns and will be readily integrated into our growing US gas business."

Make sure you don’t pay over the odds for your gas and electricity this winter with our guide to switching your utility provider.
Brrrr… it’s cold outside
Yes it is. But before cranking up the heat, make sure you’re getting the best price for all that gas and electricity you’re using.
What do you mean?
Residential energy prices have risen 70% since 2004, and the average household energy bill is now £1,000 a year. But according to energywatch, the consumer gas and electricity watchdog, average households could save £100 a year simply by switching suppliers.
 
Come again?
Since the domestic energy market was deregulated in the late 1990s energy companies have been free to compete against each other on price. Consumers are also free to choose any gas or electricity supplier they want. Most households in Britain now have a choice of energy suppliers all charging slightly different amounts. Households usually sign up to the cheapest.
How do I know which supplier is the cheapest?
By using a price-comparison website. These allow you to compare prices, see how much you might save, research what’s available, and then make the switch online. If you are not online, you can call energywatch on 0845 906 0708 and they will send you a printed comparison list of all the suppliers in your area.
Are price comparison websites popular?
Very. According to the energy regulator Ofgem, since deregulation more than 13.3 million electricity consumers have switched, and around 9.9 million householders have left British Gas. However, energywatch estimates that almost half of all UK households (about 10m) have never switched supplier, collectively losing out on £1bn of savings.
How do I know I can trust these websites?
Energywatch has addressed the issue of confidence in price-comparison websites by launching a new code of conduct. Websites are audited to discover if they are suitable to be accredited with the "energywatch confidence code" and display the logo. They are then monitored and regularly reviewed. Accreditation will be withdrawn if sites fail to keep up with standards of clarity and impartiality.
How do the sites make money?
Price comparison websites get a commission of about £40 from participating energy companies when a consumer switches using the site. The new code of conduct requires the comparison sites to be upfront about this.
Which sites have got energywatch accreditation?

What do I need to make a comparison?I
deally you need all your energy bills from the past year, or an annual statement. This way you know exactly how much energy you used and how much it cost you. Then you can make an accurate comparison.
If I do decide to switch, isn’t it all a big hassle?
Not really. Once you have done your research, switching is fairly straightforward. You sign up to your new supplier online, which takes around 30 minutes, and let them do all the paperwork. Typically, you will get a welcome letter after a few days followed by confirmation of your switchover date three or four weeks later. On that day you should take a meter reading and let your new supplier know what it is. You don’t need to change your connections, wiring, meter or any other equipment.
Don’t the energy companies drag their heels over this?
They used to, but they are getting better. Complaints to energywatch about switching have dropped by 70% in the past two years.
 
What about green energy?
Price comparison websites aren’t only about price. They’re also a good place to find out about green energy from renewable sources like wind, wave, hydro and solar power. Historically, green tariffs have cost a bit more, are not really that "green" and are confusing.
True green energy suppliers are thin on the ground. Good Energy and ecotricity are two good ones, according to energywatch and the National Consumer Council. To be properly green, as well as switching to an eco tariff you should cut your energy consumption through insulation and low-energy appliances, according to the energy saving trust.
